LGU-Bulan Hosts CTEC July Meeting

The local government of Bulan, Sorsogon hosted the regular meeting of the Association of Sorsogon CTECs on July 20, 2007.

The association discussed details of their planned industry tour to Subic, training reports for July, plan for identifying competencies that must be possessed by Sorsogon CTECs and other matters including PGMA-TWSP and status of establishment of Municipal TESD Committees in localities that do not yet have one.

The Association and TESDA Sorsogon Provincial Office appreciates much the warm welcome and hospitality of Bulan Mayor Hon. Helen Cheng de Castro, Ms. Anilin Diaz, Bulan's CTEC; and all other officials and personnel of the municipality. We also appreciate Mayor de Castro's presence and inputs during the meeting.

ASCTECs to Identify CTEC Competencies as Input to TESDA Capability Build-Up

To provide a guide for the TESDA Provincial Office in determining what capability build-up inputs to embed during regular meetings for the rest of 2007 and 2008, the Association of Sorsogon CTECs are planning to identify specific competencies that must be possessed by every Sorsogon CTEC.

This is what was agreed upon during the Association's regular meeting held in Bulan Sangguniang Bayan Session Hall on July 20, 2007.

The bases for the competencies will include the list of CTEC qualifications identified during the Bicol CTEC Congress held in 2003, the actual tasks performed by CTECs as training managers and action officers of their Municipal TESD Committees and the targets set under their respective Municipal Skills Priorities and the Provincial Technical Education and Skills Development Plan 2005-2009.

Because the CTECs are also preparing for their industry tour to Subic tentatively scheduled on August 8-14, 2007, the identification of competencies will be made right after the tour.

Aside from planning to identify CTEC competencies, the Association also discussed details of the industry tour, PGMA-TWSP, the training outputs and reports during the meeting.

Bulan Mayor Helen Cheng de Castro, who sat down during the meeting, noted that the PGMA-TWSP is a very useful program that can help low-income and unemployed adults in all LGUs improve their income.

She suggested to CTECs that mayors of their host LGU in their coming meetings also sit down with them so as to know more firsthand about how their local governments can also take advantage of TESDA programs.

PTESDC Assesses TVET Sector 1st Sem Performance

The Provincial Technical Education and Skills Development Committee (PTESDC) of Sorsogon assessed the performance of the technical-vocational education and training (TVET) sector for the First Semester of 2007 during its second quarter regular meeting held on June 27, 2007 at Mango Grill Restaurant, Sorsogon City.

Among the areas looked into were massive training, competency assessment and certification, ladderized education program and course registration and re-registration.

According to the report of the TESDA Sorsogon Provincial Office, 4,633 persons were enrolled while 4,076 graduated in all modes of TVET delivery as of June 2007. These figures include those enrolled and graduates in regular school-based programs (661 enrolled, 264 graduates), extension (37 enrolled, 37 graduates), short-term courses (37 enrolled, 37 graduates), community-based training programs (3898 enrolled, 3,738 graduates), and dualized training programs. Those enrolled and graduates in dualized training programs (256 enrolled, 140 graduates) were students of regular programs of the two TESDA training institutions, Bulusan National Vocational Technical School and Sorsogon National Agricultural School.

Meanwhile, 1,044 were assessed and 544 were certified. This makes certification rate of 52 percent for the Province.

Twenty-four program registration applications were acted upon and 45 courses were migrated to the new training regulations during the period.

Engr. Roan P. Espinas, Vocational School Administrator of Bulusan National Vocational Technical School, and Ms. Anita B. de Guzman, Vocational School Administrator of Sorsogon National Agricultural School, likewise presented their institutions' accomplishments during the period.

LGU-Juban Hosts June ASCTECs Meeting

The local government unit of Juban hosted the June 2007 regular meeting of the Association of CTECs (ASCTECs) held on June 15, 2007 at the Mayor's Office.

Among the agenda discussed were how the LGUs can make the most out of the PGMA-TWSP, how the CTECs can ensure timely submission of training reports, and other matters.

The members and officials of ASCTECs and the TESDA-Sorsogon family would like to thank Hon. Mayor Ma. Teresa Guab-Fragata, Ms. Lizpeth Nicolas, the CTEC; and all other personnel and officials of LGU-Juban for the hospitality and warm welcome.

CTECs Plan Benchmarking-Networking Tour to Subic

To make sure that there are ready employers for their local government unit's scholars under the Pres. Gloria Macapagal-Arroyo Training for Work Scholarship Program (PGMA-TWSP), the officials and members of the Association of Sorsogon Community Training and Employment Coordinators (ASCTECs) are planning to go to Subic and personally talk with officials of companies there regarding their specific requirements for workers in various qualifications.

This is what the ASCTECs have agreed upon during their regular monthly meeting in Juban, Sorsogon last June 15, 2007.

According to Miss Rowena E. Fajardo, ASCTECs President, this is very important in bridging the gap between what their LGU scholars under PGMA-TWSP will learn and what their prospective employers will actually require.

The inputs of the industry partners that the ASCTECs will talk with will be integrated in the curriculum that will be used to train the scholars.

The tour is tentatively scheduled this August, before the actual trainings for the scholars are conducted starting September 2007.

23 TTI Officials, Faculty, Personnel Trained on Local Area Network Use

To assist Bulusan National Vocational Technical School and Sorsogon National Agricultural School, both TESDA technology institutions in Sorsogon, make the most out of their local area networks, the TESDA Sorsogon Provincial Office conducted a training workshop for 23 institution officials, faculty and personnel on June 11-15, 2007 at Bulusan National Vocational Technical School.

The training covered topics such as maintaining a computer unit connected to a local area network (LAN), installing and configuring a LAN chatting and file sharing /transfer application, sharing, transferring and exchanging files, sending short messages, maintaining file security, reviewing documents electronically; and installing,configuring and running an anti-virus.

Mr. Manny P. Azusano, TESDA Sorsogon information systems focal; Mr. Dante T. Desuyo, TESDA Sorsogon information hardware assets and networking focal; and Miss Salvacion B. Bonganay, San Francisco Institute of Science and Technology Education Management Information Systems (EMIS) focal, facilitated the training.

Miss Elizabeth L. Bornas, Supervising TESD Specialist of TESDA Sorsogon, refreshed the participants before the start of the training-workshop proper on the rationale of the activity and explained its relationship to other programs of the institutions such as preparation of competency-based learning materials, researches, project proposals and even their regular staff/administrative meetings.

Thirteen officials, personnel and faculty members from Bulusan National Vocational Technical School (BNVTS) and 10 from Sorsogon National Agricultural School (SNAS) attended the training.

The participants from BNVTS included Engr. Roan P. Espinas (Vocational School Administrator), Ms. Gina F. Aguilar, Mr. Gerardo E. Aguilar, Ms. Jenelyn L. Dino, Ms. Melinda Fulo, Mr. Ricardo F. Galve, Ms. Marivic Jeresano, Ms. Merceditas P. Gob, Ms. Clarissa F. Javier, Mr. Liberato F. Esteves, Ms. Lorna Manacob, Ms. Nenita R. Rafallo, and Mr. Gregorio Tagalicud.

26 Trainers Pass Technology Assessment

Twenty-six technical-vocational education and training (TVET) trainers passed the technology assessment conducted by the TESDA Sorsogon Provincial Office last February 19, 2007 at Computer Communications Development Institute and AMA Computer Learning Center, both in Sorsogon City.

Of the 26, 21 passed in Personal Computer (PC) Operations while one passed in PC Hardware Servicing.

Those who passed in PC Operations are: Alfred B. Amparado Jr., Perry M. Auxillos, Christopher G. Benasa, Maridi E. Detera, Crisanta J. Dionglay, Joel J. Gerona, Angela D. Golis, Milagros J. Laciste, Elvin Manuel R. Luces, Leah Santa C. Manrique, Ma. Chona A. Mapula, Genevieve P. Marcelo, Judith D. Mostar, Gina R. Olea, Aries S. Ordoñez, Arlie A. Pareñas, Amy N. Perillo, Michael G. Rivera, Josefina R. Sarmiento, Christian Y. Sy, Vener D. and Villanueva Jr.

Ariel Y. Ramirez passed in PC Hardware Servicing.

The technology assessment in PC Operations included the four core competencies including word processing, spreadsheet, presentation and the use of e-mail and internet. Meanwhile, the assessment in PC Hardware Servicing included installation of computer systems and networks, diagnosis and troubleshooting of computer systems, configuring computer systems and networks, and maintaining computer systems and networks.

The technology assessment is part of the process for qualifying TVET trainers in Sorsogon to teach TVET competency-based courses under the new training regulations.

TESDA Sorsogon Certifies 507 TVET Graduates and Workers in 2006

Five hundred seven TVET graduates and technical-vocational workers were issued Certificates of Competency out of the 1,159 assessed by TESDA Sorsogon Provincial Office in 2006.

Of those certified, 126 were certified as Automotive Mechanics (LD-NC I), 117 as Building Wiring Electricians, 112 as Bakers, 44 as Consumer Electronic Mechanics (NC I), 28 as Shielded Metal Arc Welders, 24 as Dressmakers and 22 as Data Encoders. Aside from them, 34 were certified in various other occupations.

The certification rate of workers assessed was 43.74 percent.

TVET Sector Trains 12,000 in 2006

The TVET sector of Sorsogon trained 12,107 students, trainees and partners in 2006, according to the 2006 Annual Accomplishment Report released by the TESDA Sorsogon Provincial Office recently. Of this, 1,190 were trained in formal courses, 619 in Extension and 1,265 in short-term programs offered by technical-vocational institutions.

Meanwhile, various non-school based trainings including those conducted by local government units, non-government organizations, other government agencies with training activities, firms and cooperatives trained 9,033 persons. Non-school based trainings included community-based training for enterprise development (CBTED) (1,113 persons), community-based training programs (CBTP) (7,786), enterprise-based trainings (including Kasanayan sa Hanapbuhay program) (39) and TVET sector capability build-up training program (95).

School-based trainings focused on medium-term and long-term middle-level manpower needs of industries within the Province and other areas (such as Information Technology, Construction, Transport, Storage and Communication; and Health and Social Work sectors) while non-school based trainings concentrated more on the short-term and immediate manpower needs of local industries (including Agriculture, Hunting and Forestry; small-scale Manufacturing; Real Estate, Renting and Business Activities; Construction and Information and Communications Technology).

Total reported investments and commitments infused by all TVET stakeholders and providers was P2,429,709.

MTESDC Gubat Technical Working Groups Plan for Quick Response Program

To help victims of the recent typhoon Milenyo, technical working groups of the Municipal Technical Education and Skills Development Committee of Gubat (MTESDC-Gubat) met on October 16, 2006 to map out quick response training cum rehabilitation skills training plan for the agriculture, social services and infrastructure/construction sectors.

During the meeting-workshop, members of the technical working groups headed by the Municipal Agricultural Officer and Municipal Social Welfare and Development Officer, both members of MTESDC-Gubat, identified possible interventions. Provision of seeds and fertilizers, rehabilitation of coconut, and repair and reconstruction of destroyed day care centers and municipal government buildings were among the priority interventions considered.

All interventions will have training, monitoring and assessment components. They will be implemented beginning this November 2006 and will end June 2007.

To help cushion the impact of the effects of the typhoon to the agriculture and fishery sector, the sector hardest hit by the calamity, farmers and fisherfolks will be encouraged to participate in the training cum rehab of day care centers and local government facilities while they are waiting for their crops to recover. The provision of new seeds and other farm inputs was designed to help them recover their farm productivity.

The meeting-workshop was facilitated by Ms. Rowena E. Fajardo, Gubat Community Training and Employment Coordinator, Mr. Manny P. Azusano and Miss Elizabeth L. Bornas, both personnel of TESDA Sorsogon Provincial Office.

Engr. Roan P. Espinas, Vocational School Administrator of Bulusan National Vocational Technical School, and Mr. Gregorio Tagalicud, instructor of the same school, also participated during the activity to help the technical working groups design their trainings.

Earlier, Ms. Fajardo coordinated with TESDA Sorsogon for possible training intervention that will help Gubat recover quickly from the effects of typhoon Milenyo while ensuring that those most affected have income while the municipality's economy recuperates.

A preliminary meeting between Gubat Municipal Mayor Deogracias Ramos and TESDA-Sorsogon was held on October 10, 2006 where the concept of quick response training cum rehab intervention was discussed.

LGU-Prieto Diaz Identifies Economic Drivers

A part of the formulation of its Municipal Skills Priorities, the local government of Prieto Diaz identified its economic drivers during a workshop facilitated by TESDA Provincial Office and the Office of the Mayor on August 31, 2006 at the Sangguniang Bayan Session Hall.

Among the economic drivers identified were agriculture (coconut, rice, sugarcane (candied/tinabla), rimas (breadfruit), pili, livestock; fishery (fishpond operation , open sea fishing; handicraft (shellcraft); land transport; marine transport; trading (copra, palay, basic commodities, marine products); communication (mobile) and construction.

The economic drivers identified will be analyzed during another workshop that will be held on September 12, 2006. The desired direction and the corresponding strategies for attaining those directions will also be determined during the activity.

Mayor Benito Doma explained to the participants the reason for the workshop and introduced participants from Prieto Diaz to TESDA personnel.

Participants from Prieto Diaz included Ms. Betty G. Arires (MSWDO), Mr. Santos B. Villarica (MAO), Mr. Arevalo D. Donanas (MPDC), Mr. Roderick D. Domasig (Municipal Administrator), Mr. Joselito D. Facilitator personnel from TESDA included Miss Elizabeth L. Bornas (Supervising TESD Specialist), Engr. Roan P. Espinas (Bulusan National Vocational Technical School Vocational School Administrator) and Mr. Manny P. Azusano (TESD Specialist II).

Mayor Doma invited personnel from TESDA personnel for the workshop through Engr. Espinas.

Sorsogon Private TVI Body Requires Trainer Qualification Certificate for All TVET Trainers, Adopts English as Medium of Instruction

In order for all their trainers to meet the requirement of Philippine TVET Trainer's Qualification Framework (PTTQF) adopted by the TESDA Board, the Sorsogon Association of Private Technical Vocational Institutions (SAPTVI) passed a resolution requiring all TVET trainers to have a Trainer's Qualification (TQ) Certificate.

The PTTQF compels all TVET trainers to have National Certificates higher than the qualification level of the trade he is teaching and be certified in at least National Certificate (NC) II.

The association passed the resolution during a meeting held on August 3, 2006 at Mango Grill Restaurant, Sorsogon City.

Meanwhile, in a separate resolution, SAPTVI urged its member schools to use English as the medium of instruction in line with TESDA Circular No. 26, s. 2006. The circular mandates the use of English as medium of instruction in TVET institutions, based on the thrust of the government to develop English speaking skills in all institutions of learning as part of preparing students for employment.

The ability to speak English intelligibly has been cited as one of the advantages of Filipino workers from workers of other countries.

MTESDC-Irosin Analyzes Services, Manufacturing and Tourism Industries

As part of the formulation of its Municipal Skills Priorities, the Municipal TESD Committee of Irosin, Sorsogon continued its analysis of local industries this August 18, 2006 at the Mayor's Office during a workshop that personnel from TESDA Sorsogon Provincial Office facilitated. The members of the Committee studied the current situation and recommended direction and strategies for services, manufacturing and tourism industries during the activity.

The workshop is a continuation of the workshop held on July 28, 2006.

Analysis of other industries such as wholesale and retail, communication and financial services is scheduled to be completed on August 30, 2006.

Sorsogon TESDA Technology Institutions namely, Bulusan National Vocational Technical School and Sorsogon National Agricultural School, will use the results of the workshops as basis for recommending training packages that the local government of Irosin can implement during the months ahead.

TESDA-Sorsogon Provincial Director Mynda Santos would like to thank the local government of Irosin under the leadership of Mayor Lilia Gonzales for the kind accomodation of the TESDA team that facilitated the workshop.

Sorsogon TESDA Tech Institutions Review QMS Documents, IDP

To prepare for the deployment of their Quality Management Systems (QMS) and to produce inputs for the revision of their Institutional Development Plans (IDPs) 2005-2009, school administrators and personnel of Bulusan National Vocational Technical School (BNVTS) and Sorsogon National Agricultural School (SNAS) participated in a workshop facilitated by TESDA Sorsogon Provincial Office this August 15-16, 2006 at Tent Yard Inn, Sorsogon City.

During the activity, Quality Focal Persons and process owners presented their school's Quality Manual, Quality Working Group organizational structure and procedures manuals for review and comments.

Mr. Emmanuel H. Buban, QMS Focal of TESDA V; Miss Elizabeth L. Bornas, Supervising TESD Specialist, Mr. Manny P. Azusano, TESD Specialist II, both of TESDA-Sorsogon provided inputs during the review.

Mr. Buban also gave a briefing on updates on the TESDA Quality Management System. He emphasized the relationship of the school's QMS to meeting customer/client requirements. He also noted the value of internalizing the principles of quality in effectively implementing QMS.

Twenty-seven procedures manuals from the two TTIs were reviewed.

The progress of BNVTS and SNAS vis-a-vis the milestones they set in their IDPs were also checked during the workshop. Personnel from the two schools analyzed their accomplishments from 2005 to mid-2006 and identified factors that helped them attain their targets. They also conducted simplified failure analyses along targets where they did not completely attain them.

The Sorsogon TTIs will use the results of their analyses in proposing revisions in their IDPs later.

Ms. Romana B. Bermillo, OIC-VSA of SNAS, and Engr. Roan P. Espinas, Vocational School Administrator of BNVTS, also provided inputs to their personnel throughout all the activities during the workshop.

TESDA-Sorsogon, BNVTS, SNAS Personnel Attend Procedure Manual Formulation Trng

Personnel from TESDA Sorsogon Provincial Office, Bulusan National Vocational Technical School and Sorsogon National Agricultural School are attending a three-day seminar workshop on formulation of procedures manuals at the TESDA V Regional Office Function Hall this August 2-4, 2006.

Included among those from Sorsogon who are attending are Mr. Manny Azusano (Provincial Office), Mr. Conrado Lopez (SNAS), Ms. Julieta Galay, Ms. Janet Diño (BNVTS) and Ms. Melinda Fulo (BNVTS).

At the end of the training workshop it is expected that the personnel will be equipped in preparing or fine-tuning procedures manuals that their respective units will use in installing Quality Management System.

LGU-Irosin Identifies Economic Drivers

The members of the Municipal Technical Education and Skills Development Committee (MTESDC) of the local government of Irosin have identified the major drivers of the their community’s economy, have determined the current situation and drafted the strategic directions for agriculture and land transport sectors during the first part of their Municipal Skills Priorities workshop held last July 28, 2006 at the Mayor’s Office.

The primary economic drivers identified were agriculture, services (including Transport, Utilities [Electricity, Water, Gas], Personal Services, Financial Services, Tourism-Related Services) and communication (cable, calling stations, internet, landline telephone, cell sites/mobile phones). Education was also identified as a growing economic sector.

The factors used in determining the economic drivers included tax collected, number of persons employed and investment/capitalization.

After determining the economic drivers, MTESDC-Irosin began its analysis of individual economic drivers by analyzing the current situation in agriculture and land transport.

MTESDC-Irosin will continue its analysis of other economic drivers during its next meeting-workshop on August 18, 2006.

This and the subsequent activities of MTESDC-Irosin are part of the formulation of the local government’s basic TESD planning documents which will govern technical-vocational education and training (TVET) activities in the locality during the next three years.

Miss Beth Bornas, Supervising TESD Specialist, and Mr. Manny Azusano, Planning Focal, of TESDA Sorsogon Provincial Office facilitated the analysis and discussions.

After the analysis of all the economic drivers of Irosin is finished, it will be submitted to Hon. Mayor Lilia B. Gonzales who also acts as the MTESDC Chair for review.

PTESDC Prepares Sorsogon TVET Sector for 2006

To prepare the TVET sector of Sorsogon for 2006, the Provincial TESD Committee held its 4th Quarter Regular Meeting this December 16, 2005 at Mango Grill Restaurant, Sorsogon City. Among the issues and concerns discussed were:

Accomplishments of the TVET sector (training, competency assessment, course registration);
Accomplishments of TVET bodies recognized by the PTESDC including the Provincial Competency Assessment and Certification Committee (PCACC), the Association of Sorsogon CTECs (ASCTECs) and the Municipal TESD Committees of Sta. Magdalena and Gubat;
Proposed Action Plans of PCACC and ASCTECs for 2006;
Preliminary review of the Provincial Skills Priorities;
Promotion of Quality Assurance System among private schools; and
Formulation of the Provincial TVET Agenda for 2006.

TESDA-Sorsogon, the Secretariat, and all members of the Provincial TESD Committee would like to thank Department of Trade Industry Dir. Leah A. Pagao and Provincial Agriculturist Mr. David T. Gillego for "lending" to us Ms. Ma. Teresa V. Destura and Ms. Ma. Ditas S. Dolot who both shared crucial information during the preliminary review of the Provincial Skills Priorities.

TESDA Sorsogon is pleased to announce that all the competitors from the Province did very well during the Philippine National Skills Competition held this December 5-8, 2005. The following are the results:

1. Software Applications (Youth Category) - Samuel S. Magana (STI-Sorsogon) gained 558 points and ranked First among all other competitors. Coach: Mr. Eduardo Ll. Naz, Jr.

2. Jewelry Making (Abilympics) - Regidor Bonos attained 530 points and likewise overtook all other competitors as Rank 1. Coach: Mr. Jonathan de Dios.

3. Electronics Assembly (Abilympics) - Jerico Jamila earned 495 points and ranked Third.

Both Magana and Bonos will be among those who will be considered to represent the Philippines during the Asean Skills Olympics and Abilympics which will be held sometime in 2006 and 2007, respectively.

TESDA-Sorsogon would like to congratulate all the competitors, their coaches and schools/firms for a job well done.

We would like also to thank the Honorable Governor Raul Lee and Sorsogon City Mayor Sally Lee for the financial support they extended to the competitors and their coaches. All these could not have been possible without their generous support.

First TESDA-YP4SC Assessment Administered

TESDA-Sorsogon's YP4SC Team

To guide graduating high school students in choosing the right career particularly on relevant job market trends and their corresponding competencies, the first Youth Profiling for Starring Careers (YP4SC) was administered to five selected schools in the province from October 3 – 7 & 12, 2005.

The said synchronized career guidance program, intended to assess the aptitudes and interests of high school students, was created under the Technical Education and Skills Development Authority (TESDA) in cooperation with the Profiles Asia Pacific and the DepEd.

From the sample drawn by the National Statistics Coordinating Board (NSCB), the selected schools were the Pilar Productivity Development HS with 256 samples, the Casiguran Technical Development HS (307 samples), Matnog National HS (185), Bulan National HS (671), and Gubat National HS (214) totaling 1,633 examinees.

The YP4SC program aims to develop a career guidance program that covers the following: aptitude and occupational interest assessment, labor market information, education and training information, career profiling, and career guidance and counseling.

The TESDA, through its Provincial Office in Sorsogon, also conducted an orientation workshop-seminar on the background and mechanics of YP4SC for at least 51 TESDA and DepEd proctors and assistant proctors respectively at the Vicenta Hall, Fernandos Hotel in Sorsogon City, September 23, 2005.

The results of the 2005 YP4SC assessment will be released to the schools concerned come January 2006.

Sorsogon CTECs Holds 4th Quarter Regular Meeting; Prepares for 2006

The Association of Sorsogon CTECs (ASCTECs) held their 4th Quarter Regular Meeting in Sta. Magdalena, Sorsogon yesterday, October 27, 2005.

During the meeting, ASCTECs has began its preparation for 2006. To do this, it (1) reviewed the Procedures Manual for Skills Training on the Air in Sorsogon; (2) reviewed the training outputs of the different municipalities and city for January to September 2005; (3) reviewed the Municipal TESD Committees accomplishments for 1st-3rd Quarters; and (4) drafted the ASCTEC 2006 Action Plan that it will submit to the PTESDC during its 4th Quarter Meeting.

Ms. Elizabeth Bornas and Mr. Manny Azusano, both of TESDA Sorsogon Provincial Office, also briefed the Association on the action of the PTESDC to the resolution passed by the ASCTEC regarding a proposed partnership with the San Francisco Institute of Science and Technology along TESDA-Microsoft Unlimited Potential (TMUP).

Sorsogon Bags 7 Medals in Regional Skills Competition

Competitors from Sorsogon reaped three golds, two silver and one bronze or a total of seven medals in the Regional Skills Competition held in Naga City and Pili, Camarines Sur this October 24-27, 2005, according to the official Medal Standing by Province released by the Regional Office.

Overall, Sorsogon ranked third among the six provinces of the Region, trailing behind Camarines Sur (12 medals: 9 golds, 2 silver, 1 bronze) and Albay (eight: 3 golds, 2 silver, 3 bronze) but surpassing Camarines Norte (five: 2 silver, 3 bronze), Catanduanes (four: 3 golds, 1 silver) and Masbate (three: 2 golds, 1 bronze).

The Regional Skills Competition is a competition among technical-vocational students and practitioners who won or were selected during the Provincial Skills Competition held in the six provinces.

TESDA-Sorsogon congratulates all the Sorsogon competitors and their coaches for doing very well.

SAPTVI and TESDA-Sorsogon Hold Skills Competition

The Sorsogon Association of Private TVIs (SAPTVI) in cooperation with TESDA-Sorsogon held an inter-school skills competition in Information Technology this September 29-30, 2005 at AMA Computer Learning Center, Sorsogon City.

Competition areas included information technology and computer networking. It was participated in by competitors coming from six schools offering computer courses, including Solis Institute of Technology, World Resources Institute, Computer Communications Development Institute, Aemiliannum College, AMA Computer Learning Center (AMA CLC) and Systems Technology Institute (STI).

Competitor from AMA CLC bagged the gold medal for computer networking while STI won gold medal for information technology.

TESDA-Sorsogon would like to thank AMA CLC for hosting the event and for accomodating the competitors, SAPTVI officials and TESDA-Sorsogon personnel during the activity.

YP4SC Profiling Now Going On

TESDA-Sorsogon, in cooperation with teachers and officials of the Department of Education, are now conducting the Youth Profiling for Starring Career (YP4SC) assessment to selected Fourth year students. This activity started last Monday, October 3, and will be completed by October 12.

Through this activity, TESDA hopes to help high school students decide the best college or technical-vocational course for them after their secondary education.

Ella Jamoralin is the focal person for this program. She is assisted by all the other personnel at the Provincial Office of TESDA.

3rd Quarter PTESDC Meeting

The Provincial TESD Committee of Sorsogon held its 3rd Quarter regular meeting this September 27 at Mango Grills Restaurant, Sorsogon City. Among its actions during the activity were the final approval of the Provincial TESD Plan for 2005-2009; review and approval of the Action Plan of the Sorsogon Association of Private TVIs (SAPTVI); and indorsement of the proposal of Association of Sorsogon CTECs (ASCTECs) for partnership with the San Francisco Institute of Science and Technology (SFIST) along TESDA-Microsoft Unlimited Potential Program.

Miss Salvacion Bonganay and Mr. Joel Navarro, SFIST EMIS Focal and TESDA-Microsoft Unlimited Potential trainer, respectively, briefed the Committee on the details of the Program.

Gubat MTESDC Finalizes Skills Priorities, Trng Matrix and MOA with TESDA

The Municipal TESD Committee of Gubat has finalized its Municipal Skills Priorities, Training Arrangement Matrix, and the expanded MOA with the Technical Education and Skills Development Authority.

The Municipal Skills Priorities indicates the middle-level manpower skills that the municipality will develop through its various TVET activities in response to their economic goals. The Training Arrangement Matrix indicates the details of TVET that the LGU will implement from 2005 (3rd-4th Quarters) to 2007 based on the Municipal Skills Priorities. The expanded MOA with TESDA, on the other hand, translates the details of the training arrangements into a binding document that both parties will use as basic instrument in allocating resources along common goals.

The LGU and private sector members of the Committee, together with Hon. Mayor Deogracias Ramos, Jr. and Gubat CTEC Ms. Rowena Fajardo, TESDA schools (BNVTS and SNAS) heads and personnel from TESDA Provincial Office attended the meeting (August 17, 2005).

Gubat MTESDC To Finalize Municipal Skills Priorities, Trng Arrangements Matrix Aug 18

The Municipal TESD Committee of Gubat, under the leadership of Hon. Deogracias Ramos, will finalize their Municipal Skills Priorities, Training Arrangement Matrix, and Expanded Memorandum of Agreement with TESDA tomorrow August 18, 2005 at the Meeting Hall of LGU-Gubat.

TESDA Provincial Office personnel Miss Beth Bornas and Mr. Manny Azusano will represent PD Mynda Santos during the meeting.

Engr. Roan Espinas, VSA II of BNVTS together Ms. Romana Bermillo, OIC-VSA of SNAS, were also invited to participate during the meeting. BNVTS is the primary TESDA-administered school partner of the MTESDC of Gubat. BNVTS will assist in the formulation of training designs and will provide trainers in some of the training projects identified in the Training Matrix. By virtue of a resolution passed by the PTESDC recently, both BNVTS and SNAS can now act as partners with any LGU within the Province and not be limited in their immediate congressional districts.

The Municipal Skills Priorities will serve as basis for the Municipal TESD Plan of Gubat and will cover 2005-2007.

The CTEC of Gubat, Ms. Rowena Fajardo, who acts as the vice-chair of Gubat MTESDC arranged for the meeting.

3rd Quarter SAPTVI Meeting This August 23

The member schools of Sorsogon Association of Private Technical Vocational Institutions (SAPTVI), represented by their school heads or administrators will hold their 3rd Quarter Regular Meeting this August 23, 2005 at 9:00 in the morning at Mango Grill, Sorsogon City.

Among the topics to be discussed are the evolving role of SAPTVI as a TVET body, the association's action plan for 2nd semester of 2005, PTESDC resolutions that concern private TVIs, adoption of IRR of RA 8504 (Philippines AIDS Prevention and Control Act of 1998), new training regulations, schedule and schools covered by Compliance Audit, updates on PTQCS/TOQCS, skills competition and the upcoming Bicol Skills Summit (August 29, 2005).

IDP Formulation Workshop

The two TESDA-Administered schools in the Province will have their Institutional Development Plan (IDP) Formulation workshops this last week of July and first week of August. BNVTS is scheduled to have its workshop this July 28-29 while SNAS will have it this August 4-5.

The IDPs of that they will formulate will cover 2005-2009 and will reflect the directions and programs thrusts of the PTESDP of Sorsogon for the same period. The IDP form part of the basis for various medium-term plans of BNVTS and SNAS, including their Human Resource Devt. Plan, Procurement Program, Site Development Plan and Work and Financial Plans.

The Provincial Office will facilitate the said workshops.

CASIFMAS Briefs Sorsogon CTECs on STOA

In order facilitate the adoption of Skills Training on the Air (STOA) program of Camarines Sur Institute of Fishery and Marines Science (CASIFMAS) by the different local government units (LGUs) in Sorsogon, Mr. Carlito J. Peralta, Program Chair, briefed the Community Training and Employment Coordinators (CTECs) of Sorsogon in a special meeting of Association of Sorsogon CTECs last July 1, 2005 at Mango Grills Restaurant.

CTECs from different LGUs of Sorsogon attended the briefing and indicated their interest in adopting the program. CASIFMAS will provide them with the procedures manual for the conduct of STOA for discussion with their respective mayors or MTESDCs.

To help them update their Institutional Development Plans in line with the directions of the Provincial TESD Plan for 2005-2009, the Provincial Office held a 2-day review and IDP framework formulation workshop for Bulusan National Vocational Technical School (BNVTS) and Sorsogon National Agricultural School (SNAS) this June 23-24 at BNVTS in Bulusan, Sorsogon.

Key personnel from both schools, including their acting VSAs, Engr. Roan P. Espinas (BNVTS) and Ms. Romana S. Bermillo (SNAS), attended the workshop.

Miss Elizabeth Bornas, Ms. Ella Jamoralin and Mr. Manny Azusano from the Provincial Office facilitated the workshop.

Aside from the review, the two schools also received inputs for operationalizing their QA systems within the context of the directions of their updated IDPs. Ms. Nenita Villalon, QA Focal of San Francisco Institute of Science & Technology, provided briefing on how to go about with the QA program.

I-CARE Meeting with Bicol Bloc

Synchronized Briefing on TESDA Rationalization Plan

TESDA-Sorsogon will conduct briefing on TESDA Rationalization Plan for the TESDA schools in Sorsogon, Bulusan National Vocational Technical School (BNVTS) and Sorsogon National Agricultural School (SNAS), tomorrow, June 10, 2005.

This is in conformity with our agency's compliance with the provisions of Executive Order No. 366 (DIRECTING A STRATEGIC REVIEW OF THE OPERATIONS AND ORGANIZATIONS OF THE EXECUTIVE BRANCH AND PROVIDING OPTIONS AND INCENTIVES FOR GOVERNMENT EMPLOYEES WHO MAY BE AFFECTED BY THE RATIONALIZATION OF THE FUNCTIONS AND AGENCIES OF THE EXECUTIVE BRANCH) issued by the President on October 4, 2004.

The TESDA Rationalization Plan is an organization-wide plan and is being implemented in all TESDA offices and institutions throughout the country.

TESDA V Meets with Congress Bicol Bloc on I-CARE

To present specific programs and activities under the I-CARE program, the Provincial Directors of Region V or their representatives and the Acting Regional Director Fortunato Bosangit met with the Bicol Bloc congressmen yesterday afternoon (June 7, 2005) at Ramon Mitra Hall in Congress. The Bicol Bloc moved that the PESFA/ADB scholarship program for Region V be expanded to cover greater number of poor but deserving students. They also moved for the inclusion of non-formal trainings in an scholarship program, the fast-tracking of ladderization and interfacing between TVET and higher education, and the institutionalization of referral, placement and enterprise development components in TVET courses.

PD Santos was represented by Miss Beth Bornas during the meeting.

TESDA-Sorsogon would like to extend its thanks to Cong. Solis (2nd District, Sorsogon) for supporting our proposal by sharing the concerns of the TVET sector with the other members of the Bicol Bloc during the meeting. It was he who first moved for the expansion of PESFA/ADB scholarship program.

Provincial TESD Plan Formulation for 2005-2009 Begins

TESDA-Sorsogon is now drafting the Provincial TESD Plan for 2005-2009 after an initial writeshop at the Regional Office on June 1-2. The Plan is utilizing the inputs from LGUs (investment plans, Municipal Training Plans or Mun. TESD Plans), other national government agencies, the Provincial Planning and Development Office (Provincial Medium-Term Development Plan and Annual Investment Plan), and TESDA Central and Regional Offices among others. We are expecting to release the first draft by June 30. After that, it will be used by all TVET bodies, TESDA schools, private TVIs and other stakeholders of TVET in the Province.

General Info on Pres. Ramon Magsaysay Outstanding Filipino Worker Award

The following are general info on PRMOFWA based on the selection guidelines:

Categories of the Award-

1. Wage Employed - open to all Filipino male and female blue-collar workers who are currently engaged in the practice of a vocational trade, economically active and have been working for at least the last three years.

2. Self-Employed - opent to Filipino male and female blue-collar workers who have been engaged in self-owned, profit-earning enterprise (in any of the TESDA identified priority industry sectors: agri-fishery, processed food and beverage, tourism, hotel and restaurant, garments, footwear and leather goods; metals and engineering; furniture and fixtures; construction; heating ventialation and air conditioning; electronics and communication; info technology; maritime; decorative crafts; automotive and land transport; health, social and other community devt. services) for the last three years and whose productivity index has been rated high.

Because of budgetary constraints this year, only one awardee, either male or female shall be chosen from each category.

Levels of Search-

The selection process for the awardees shall be undertaken at the regional and national levels. Winners at the regional level shall compete for the National Award.

Qualification Criteria-

The prospective awardee should demonstrate a high producitivity index, technical competence, maturity, adaptability and flexibility in the work situation. He/She must also exemplify the practices of universal values of integrity, discipline and love for family, enjoyment of work and a commitment to community building.

To qualify for the award, a nominee must be

1. A post-secondary technical vocational graduate whose consequent immediate employment is in line with his/her tech-voc education/training;

2. Technically skilled;

3. Economically active and has been working in line with his/her trade for the last three years;

4. Cleared from any criminal record or administrative infractions;

5. Nominated by any legitimate civic, social, religious, labor or industry organizations;

6. Working in the region that he/she represents; and

7. In good health condition.

Regional TESD Plan

The Regional Office has just finished drafting the Regional TESD Plan for the CY 2005-2009. Provincial Offices, including TESDA-Sorsogon, provided inputs to the Plan. They were included in the policies, strategies, programs thrusts and projected investments indicated in the RTESDP. We would like to thank all the agencies in Sorsogon who provided us with the inputs. Among them are the Provincial Planning and Development Office (under Mr. Firmanes), the Provincial Development Council (under Hon. Governor Lee), Dept. of Social Welfare and Development, the Dept. of Agriculture, Dept. of Science and Technology, and the Dept. of Education. Likewise, thanks so much for the inputs provided by the different Local Government Units and Municipal TESD Committees through their CTECs.

2nd Quarter Regular CTEC Meeting Held

The regular meeting of the Association of Sorsogon CTECs or ASCTECs was held this May 12 in Pilar, Sorsogon. It was hosted by the Local Government Unit of Pilar. PD Mynda Santos, the TESDA-Sorsogon family and ASCTECs would like to extend their thanks to Mayor Rosemarie H. Sia, the Municipal Administrator, and to Pilar's CTEC, Ms. Annie Perete for the nice accomodation. Updates on TESDA programs and a briefing-workshop on Competency-Based Training Delivery were provided by Ms. Beth Bornas. Mr. Manny Azusano provided gathered feedbacks and provided additional inputs on the use of Career Explorer software and the local manpower information system given to the CTECs during their training last March 16-18.

Acting RD Fortunato M. Bosangit, Sorsogon Supervising TESD Specialist Beth Bornas and the rest of TESDA V officials confer with First District Congressman Hon. Francis Escudero last March 16, 2005 in his office in Congress along I-CARE program. Hon. Escudero is supporting the program by initially allocating PhP650,000 to support training programs that will be initiated by First District LGUs along priority industries as identified by the local TESD or Training Committees.

The competitive exams is open to high school graduates who belong to low-income families and are interested to take up technical vocational courses in Sorsogon.

Cong. Solis Pledges 1M for Computers To Be Used for Career Guidance

Cong. Solis pledged to facilitate the provision of 1M for the purchase of desktop computers that will be used by LGU-CTECs in the 2d district to serve students/constituents through the Career Explorer software. He also promised to encourage other congressmen to adopt a similar program.

Cong. Solis made his promise during a meeting last March 22 with PD Santos, Miss Bornas and officials of the Association of Sorsogon CTECs led by Miss Rowena Fajardo (Gubat).

Career Explorer is a program that allows users to assess themselves and be guided as to what courses to take.

CTECs in Sorsogon were trained by the Provincial Office on the installation, use and maintenance of the software on March 16-18, 2005.

4-Day Work Week

Office transactions will be from 7:30 in the morning to 6:30 in the evening every work day from Monday to Thursday. Our office will be closed on Fridays.

Planning Workshop Along i-Care at BNVTS

Cong. Escudero Commits 650T for CBTED

Sorsogon First District Congressman Francis M. Escudero committed PhP 650,000 for the conduct of community-based trainings for enterprise development (CBTED) along priority industries in the First District of Sorsogon during his meeting with TESDA Sorsogon last March 16. This is in response to the Provincial Office's initial commitment for the same program aimed at helping the local economy through facilitation of trainings, small enterprise development interventions and convergence with other stakeholders. A possible partner along this identified by the Central Office is the office of the concerned congressman.

Discussion with Cong. Escudero's focal persons in all municipalities and city in the District are now being scheduled to thresh out the details and fine-tune the arrangements.

Cong. Escudero suggested during his meeting with TESDA-Sorsogon TESD Supv. Specialist Beth Bornas that initial intervention be honed along equipping of trainers who will in turn impart their expertise to the ultimate beneficiaries in all localities of the First District.

PD Santos Meets with Cong. Solis

TESDA-Sorsogon Provincial Director Mynda Santos is meeting today with Sorsogon 2nd District Cong. Jose G. Solis to discuss programs and activities that could be undertaken by TESDA Sorsogon Provincial Office in cooperation with the Office of the Congressman. Programs such as "Kasanayan, Hanapbuhay" or KasH and scholarships may be discussed.

With her is TESDA-Sorsogon Supervising TESD Specialist Beth Bornas.

Association of Sorsogon CTECs President Rowena Fajardo and other CTECs will also join PD Santos and Miss Bornas in their meeting with Cong. Solis to submit a request for computer units to be used by CTECs in the 2nd District along Career Guidance services and the operations of Mun. TESD Committees.

Earlier, Miss Bornas joined the Region V Acting Regional Director Fortunato M. Bosangit and Provincial Directors of other provincial offices in their visit to the offices of various Bicol congressmen in Manila to discuss possible areas of cooperation along middle-level manpower development in their respective districts. Initial discussions were made with 1st District Cong. Francis Escudero.

The Labor Market

March 14, 2005 - Sorsogon City

To tackle the tools and techniques to effectively implement the new Find+Seek+Train-Match Strategy of TESDA, the Regional Office V conducted the Local Employment Management Seminar with participants representing all six provinces in Bicol.

Even before the said seminar, the Provincial Office of Sorsogon has already been mapping out the priority skills in almost all the local municipalities here through the CTECs and PESO. This will require a regular monitoring of the supply and demand of the labor market.

Establishing labor market information units in the employment service will consider regional and local differences in terms of labor market conditions, i.e., occupational/skills composition of the labor force, stages of industrial development, skill requirements of industries, etc.

Such consideration is highly useful in deriving policy implications from the macro perspective. Better transparency of the functioning of the labor market on the regional level can be achieved with the availability of local data.

However, generating ten million jobs for the Filipinos may not be the ultimate solution.

Improving labor productivity and creating decent employment opportunities is vital for reducing global poverty as called for in the Millennium Development goals (MDGs), and stated in the ILO World Employment Report 2004-2005.

The ILO report says that the 185.9 million people in the world who were unemployed in 2003 represent the "tip of the iceberg" of the decent work deficit, since more than seven times that number of people are employed but still live in poverty. According to the report, some 2.8 billion people were employed globally in 2003, more than ever before. However, of these, nearly 1.4 billion - half the world's workers - are living in poverty unable to earn enough to lift themselves and their families above the poverty line.

To deal with this challenge, the report has suggested that "institutions should provide workers with security and training to better prepare them for the changing labor market."

In this context, the skills mapping plan of TESDA's provincial offices can be more successful by upgrading the informal economy as an alternative policy on improving labor productivity and creating decent jobs.

For the informal sector, there is a need to create policies to protect the workers.

Also, those local units that have managed to create such conditions for the Filipino workers are more likely to be on the right track.

We are pleased to tell everybody that Miss Salvacion Bonganay, EMIS Coordinator of San Francisco Institute of Science and Technology will be one of the trainers during the upcoming training for Sorsogon CTECs this March 16-18. Before serving TESDA-SFIST, Salve worked for the government of Bahrain as systems analyst-programmer for 11 years after a stint with what is now the NSO.

BNVTS Got New Head

In behalf of the Association of Sorsogon CTECs and the whole leadership of TESDA, we would like to commend LGU-Irosin under the leadership of Mayor Lilian Gonzales and the members of the Sangguniang Bayan for supporting the upcoming training on database for CTECs. We'd like also to thank Andy, Irosin's CTEC, for making the necessary arrangements with Mayor Gonzales.

The CTECs will be housed in San Mateo Hot Springs in Irosin under the sponsorship of its local government. Our accomodation there will be from March 16 to morning of March 19, according to Weng.

TESDA would like also to thank the whole Association of Sorsogon CTECs under the leadership of Weng Fajardo for making the activity possible.

Training for CTECs

The Association of Sorsogon CTECs will have their training on database construction, deployment and maintenance this March 16-18, 2005 at Bulusan National Vocational Technical School. We are expecting around 17 people to attend, including CTECs from throughout the Province and from the two TESDA schools.

This training aims to equip CTECs meet their data needs in line with the Seek-Find-Match-Train strategy. At the end of the training, we hope to be able to produce an MS Access database that they can use upon their return to their respective LGUs. The data that will be built-up and generated from this will also - perhaps more so - help the local TESD Committees.
